CBD Vape Strength: Why 2,000mg Does Not Always Mean “Twice as Strong”

This is probably the most misunderstood part of shopping for a CBD vape.

A brand can print a large milligram figure on the front of a product, but you still need to know the liquid or extract volume, whether the figure refers to CBD alone or total cannabinoids, whether it describes the whole multi-pack or one pod, and the type of formulation being used.

This is also why we have not put every product into one simplistic “price per 100mg” table. Canavape and CBDiablo, for example, publish total cannabinoid figures that include compounds other than CBD. Orange County also sells combined CBD/CBG products. Dividing the price by those headline numbers and calling the result “price per 100mg CBD” would be misleading.

Those are different approaches, so phrases such as “Gelato” or “Amnesia Haze” on their own do not tell you where the flavour actually came from.

What Is Actually in a CBD Vape?

There are two broad product styles, and this is where a lot of online advice becomes too simplistic.

Concentrated cannabinoid cartridges

High-concentration cartridges can use cannabinoid distillate or another concentrated extract with terpenes. These products may not need the same PG/VG base used in conventional e-liquid.

CBD vape juice or e-liquid

Refillable CBD e-liquids commonly use propylene glycol (PG) and/or vegetable glycerine (VG) as standard e-liquid carriers. Their presence does not automatically mean a product is low quality. The more useful questions are whether the formula is specifically designed for inhalation, whether every ingredient is disclosed and whether the device is suitable for that liquid.

Vitamin E acetate is different. It was strongly linked by the US Centers for Disease Control and Prevention to the 2019 EVALI lung-injury outbreak, and the CDC stated that it should not be added to vaping products.

Also remember: oral CBD tincture is not CBD vape liquid. Oils made with MCT or other oral carrier oils are made to be swallowed or used sublingually, not put into a vape tank.

Are CBD Vapes Legal in the UK in 2026?

The accurate answer is more nuanced than “CBD vapes are legal if they contain less than 0.2% THC”.

Pure CBD itself is not a controlled drug in the UK. However, the Home Office states that a finished CBD product containing controlled cannabinoids can itself be controlled unless it has an applicable lawful route, such as meeting the “exempt product” definition in the Misuse of Drugs Regulations 2001.

The Home Office guidance makes an especially important point: the exempt-product test has three limbs. One of those limbs says that no component part may contain more than 1mg of a controlled drug, but the 1mg threshold is not the whole legal test on its own. The Home Office says all three limbs must be satisfied and advises businesses to obtain appropriate legal advice where necessary.

The UK single-use vape ban also applies to CBD vapes

From 1 June 2025, it became illegal for businesses to sell or supply single-use vapes in the UK. Government guidance explicitly says the ban applies to all vapes, whether or not they contain nicotine.

Government guidance defines a reusable vape as having a rechargeable battery and a refillable container. A product can satisfy the refill requirement either by allowing the user to refill the tank with e-liquid or by accepting new prefilled replacement pods. Where a coil is present, it must also be removable and replaceable, either directly or as part of the replaceable pod or cartridge.

This is why the current market has moved away from true throwaway devices and towards rechargeable batteries, replacement pods, 510 cartridges and refillable tanks.

Are CBD Vapes Safe?

No inhaled vape product should be described as completely risk-free.

The NHS's public information on vaping focuses primarily on nicotine vaping and smoking cessation rather than CBD vapes. It states that vaping is not completely harmless and that the long-term effects are not yet fully known. That is an important distinction when reading CBD marketing that describes vaping as simply “safe”.

Research on CBD pharmacokinetics also suggests that inhaled CBD can reach peak blood concentrations much faster than oral routes, but the evidence base is still limited and variable. A 2024 systematic review found only eight inhalation trial arms among 112 included CBD trial arms. Faster absorption therefore should not be turned into exaggerated health claims.

Practical checks include:

• buy from a traceable business rather than an informal source;
• look for a batch or product-specific certificate of analysis;
• check the complete ingredient list;
• use only liquids or extracts specifically formulated for inhalation;
• do not modify a product with oils or additives not intended by the manufacturer;
• stop using a device that is damaged, leaking, badly burnt or behaving abnormally.
